Increasing access of users, corporations and organizations to the Internet can increase economic productivity and promote social welfare. Internet access not only increases traditional business activities and interactions, but also helps building novel industries and businesses. However, different parts of society have different levels of broadband Internet access, which is also referred to as “gaps”. One of these gaps is manifested in the difference between Internet Penetration Rate of rural and urban areas. According to the survey “Usage of Information Technology in Iranian Households” conducted by Statistical Center of Iran in 2014, Internet penetration rate in urban areas is three times that of the rural areas.

Universal Service Obligation plan was proposed by Iran Ministry of Information and Communications Technology, aiming at providing broadband Internet access to rural areas and villages in Iran. Collaborating in this national project, “HiWeb and AvaCell” consortium will be providing more than 25000 villages with fast broadband Internet access using 4G technology infrastructure.

By gradually providing more than 17000 rural cities across Iran with fast Internet access using 4G technology, this is a huge step in eliminating Internet penetration gap between rural and urban areas. In a ceremony held on January 30, 2016, in which the Minister of Iran Communication was present, 1361 villages of Sistan-o-Balouchestan province were connected to the network.
Pointing out to the significance of border provinces, Dr. Mahmooad Vaezi, the Minister of Communications, stated: “Today we are witnessing the development of rural communications which will help economic promotion and development of these areas.”
“By launching and exploiting this project, we will witness economic prosperity”, said Dr. Amidian, President of Communications Regulatory Authority of Iran, on the accomplishment of the project.
